JOB SUMMARY:




Plans, implements, and administers the day-to-day operations of the accounting and finance departments for an Area Command by using a functionalized double-entry accounting package.Provides overall supervision and review of accounting records, ledgers and statements for accuracy and completeness. Maintains, interprets, and ensures the integrity of the chart of accounts, journals, fiscal closing statements, bank accounts, generalledger, asset management and depreciation, etc. Serves as liaison and technical support between the Area Command and Divisional Headquarters.

Coordinates the computerized accounting
system within the department to insure proper internal control is established,
to insure proper accounting principles are followed, and to maintain the
reporting system which provides up-to-date and accurate financial information
for the Officer-In-Charge and Divisional Headquarters.




Overseas the Great
Plains accounting program for the Area Command in a manner set out
by the Division; trains accounting staff in the daily operation of the
accounting system.



Provides overall supervision and review of
accounting records, ledgers and statements for accuracy and completeness
including but not limited to the preparation of journals, various ledger activity,
maintenance and supervision of the chart of accounts, required cash logs, and
custodian of all financial reports; ensure the accuracy and completeness of the
same.




Prepares fiscal closing statements
including required reports and statements; ensures the accuracy and
completeness of the same.




Generates, reconciles, and reviews all
ledger accounts for accuracy on a monthly basis; prepares and enters all
correcting journal entries.




Runs and reviews trial balance/accounts
for integrity before closing the books both monthly and annually.




Prepares and enters all journal entries
into the General Ledger.




Maintains and updates financial statement
formats according to Salvation Army guidelines.




Maintains the Chart of Accounts; updates
and makes amendments where necessary.




Calculates and makes appropriate journal
entries in the General Ledger to record assets for each according to Salvation
Army policy.




Calculates depreciation of assets and
makes appropriate journal entries in the General ledger for each unit according
to Salvation Army policy.




Reconciles and maintains files for all
bank accounts.




Prepares all monthly financial information
and reports for the Area Command and Finance Department.




Trains and provides continual guidance to accounting
staff on how to use the financial software including how to properly perform
data entry for check writing, receipt entry, as well as how to generate all
reports.




Serves as liaison to divisional accounting
staff in order to resolve complex accounting problems.




Participates in the preparation of the budget; prepares budget workbook; reviews budget with management and makes adjustments as requested; prepares final budget copy; enters the approved annual budget into Great Plains; ensures the accuracy and completeness of the same.




Works cooperatively with Divisional
Headquarters during the consolidation process including but not limited to
entering data, preparation of schedules and worksheets, ensuring the work is
carried out consistently with the direction and guidelines provided by
Divisional Headquarters.




OTHER RESPONSIBILITIES:




Participates in continuing education
opportunities, conferences, and seminars to enhance professional growth and encourages/supports
continuing education of staff.




Performs all duties with an understanding
of the mission, ministry, philosophy, culture, and protocol of The Salvation
Army and conducts all duties in accordance with the ministry of the
organization and its Christian principles; conducts all communications and job
duties with the highest level of professionalism client care.




Attends seminars and update skills and
performance as approved.




Performs other related work as required.

MINIMUM QUALIFICATIONS REQUIRED:




EDUCATION AND EXPERIENCE:




Bachelor’s degree from an accredited
college or university in Accounting, Business Administration or a related
field,




and




two years progressively responsible
experience performing double-entry computerized accounting work with Great Plains accounting experience preferred, plus
experience supervising subordinate accounting staff




or




any equivalent combination of training and
experience that provides the required knowledge, skills, and abilities.




LICENSES AND CERTIFICATIONS:




Valid State Driver’s License




KNOWLEDGE, SKILLS AND ABILITIES:



Knowledge
of The Salvation Army mission, philosophy, culture, protocol, and
organizational structure.




Knowledge
of accepted principles, methods, and practices of computerized double-entry
fund accounting as well as finance, budgeting, and Generally Accepted
Accounting Principles (GAAP).




Knowledge
of Lotus 123, Excel, Word and accounting software in general.




Knowledge
of the principles and practices of general business administration,
supervision, and management.




Ability
to evaluate the organizations accounting and financial functions, respond to
deficiencies by identifying and implementing appropriate corrective actions,
develop and administer sound policies, procedures, and budgets.




Ability
to effectively supervise and evaluate the quality of work performed by local
accounting staff and to provide effective and timely direction and assistance
to ensure compliance with established procedures, accepted practices, and quality
standards.




Ability to integrate and interpret data from various sources
and to plan, develop, and implement responsible strategies.




Ability to scrutinize financial reports and documents in
order to ensure integrity, accuracy, and completeness.




Ability
to make sound, logical interpretations of established guidelines and
regulations quickly.




Ability
to apply discretion and independent judgment when processing, analyzing and
resolving routine accounting transactions and reporting in accordance with accepted
accounting principles.




Ability
to communicate both orally and in writing in an effective and professional
manner.




Ability
to discharge the duties and responsibilities of this position consistent with
the principles, standards, and the Orders and Regulations of The Salvation
Army.




Ability to organize, lead, develop and maintain an effective and professional working relationship with all Finance Department Personnel, Salvation Army officers and employees, and professionals in the community.




Ability

Ability
to conduct and lead group presentations.




Possess
knowledge of efficient methods of organizing, maintaining and securing
financial records.

Duties are usually performed seated.Sitting may be relieved by brief or
occasional periods of standing or walking.




Limited amount of physical effort required
associated with walking, standing, lifting, and carrying light objects (less
than 25 lbs.) 5-10% of work time.




WORKING CONDITIONS:




Work is performed in a normal office
environment where there are little or no physical discomforts associated with
changes in weather or discomforts associated with noise, dust, dirt, and the
like.
