JOB SUMMARY

The primary function of the staff engineer is to perform civil engineering duties through understanding and critiquing technical stormwater proposals to ensure compliance with local and state regulations.  Applicant is to be motived to learn the latest stormwater management techniques, industry standards, and be familiar with the hydrology/hydraulic computer modeling applications.  The successful candidate is to have a positive attitude towards new ideas, be team oriented, work well with others, and possess good communication skills.   Responsibilities shall not only include the ability to understand technical plans and specifications, but to be a representative of the town by participating in public meetings, have the ability to translate technical information in a manner that is understandable to members of the general public, and welcome challenges as an opportunity to use critical thinking to solve problems that are not necessarily related to stormwater.       


ESSENTIAL JOB FUNCTIONS:

  • Assists in the review of land development plans, stormwater drainage reports, the application of stormwater regulations, and the enforcement of land development standards.

  • Assists Town Engineer with review of subdivision plats, and construction drawings.

  • Provides field review of projects to ensure compliance to approved plans.

  • Attends town, staff and community meetings.

  • Responds to citizen and engineer inquiries and coordinates among various departmental works to resolve issues.

  • Consults with and coordinates with other departments and local, state and federal agencies particularly on stormwater and drainage projects.

  • Performs periodic oversight of contractors.

  • Performs other related assigned duties.
     

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s Degree in Civil Engineering or related field and three (3) years of experience in engineering;

  • Or equivalent combination of education and experience.
     

KNOWLEDGE, SKILLS AND APTITUDES:

  • Knowledge of civil plans and stormwater regulations;

  • Knowledge of subdivision regulations and road codes; knowledge of soil engineering, testing and research; knowledge of land surveying.

  • Skill in the use of AutoCAD, Arc View, surveying software or other specialized software;

  • Ability to design and perform studies;

  • Ability to understand and interpret technical matters as it relates to land development;

  • Ability to communicate effectively with engineers and members of the public;

  • Ability to develop minor engineering plans;

  • Ability to evaluate, audit, deduce, and/or assess data using established criteria; Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives;

  • Ability to workwith and apply principles of persuasion and/or influence over others to coordinate programs or activities of a project, and resolve typical problems associated with the responsibilities of the job;

  • Ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments;

  • Ability to utilize a wide variety of reference, descriptive, advisory and/or design data, and information;

  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations;

  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems;

  • Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
