Compliance Manager - Housing Compliance


General Statement of Duties:
  Responsibilities include implementation and ongoing preservation of corporate standards for quality assurance, internal controls, reporting, and audit preparation. Protects Owner’s interests by ensuring compliance with federal and state programs, including but not limited to Project Based Section 8 (PBS8), Rural Development (RD), other programs governed by the Department of Housing and Urban Development (HUD) as well as the Low Income Housing Tax Credit Program (LIHTC) throughout company portfolio

 

Supervision Received:  Reports to Director of Compliance

 

Supervision Exercised: None

 

Essential Functions of the Position: (Any one position may not include all of the duties listed, nor do the listed examples include all duties that may be found in positions of this class.)

 

Compliance Monitoring and Oversight for PBS8 program:
For properties governed by HUD

  • Communicate program updates to properties, ensure adherence through follow-up, training and quality assurance review through regular Compliance Updates, HUDBlast updates and email correspondence.

  • Provide staff support and oversight for Section 8 program rules through quality assurance processes, including move-in file approvals for properties.

  • Setting up new users to EIV, EIV user tracking for certifications, required training, Rules of Behavior forms, binder contents, reports, etc.  

  • Conduct partial or full-property audits as needed to ensure compliance (also as part of Quality Assurance)

     

    Compliance Monitoring and Oversight for RD program:
    For properties governed by RD

  • Communicate program updates to properties, ensure adherence through follow-up, training and quality assurance review through Compliance Updates, agency updates and email correspondence.

  • Provide staff support and oversight for RD program rules through quality assurance processes, including move-in file approvals for all properties.

  • Conduct partial or full-property audits as needed to ensure compliance (also as part of Quality Assurance)

  • MINC System oversight, set up users in MINC, coordination and training for property and regional staff

  • Provide RD program training and supervision to property and regional staff

  • Participate in ongoing RD program training, industry involvement and communication

     

    Compliance Monitoring and Oversight for the Low Income Housing Tax Credit (LIHTC) program:

    For properties governed by LIHTC

  • Communicate program updates to properties, ensure adherence through follow-up, training and quality assurance review through Compliance Updates, agency updates and email correspondence.

  • Provide staff support and oversight for LIHTC program rules through quality assurance processes, including move-in file approvals as needed.

  • Conduct partial or full-property audits as needed to ensure compliance (also as part of Quality Assurance)

     

     Quality Assurance:  

    • HUD Compliance and MOR preparation (all facets, including EIV, file set up, filing, move-in reviews, move-out settlements, waiting list updates and maintenance, application intake and screening)

    • Fraud prevention

    • Due diligence reviews – acquisitions & properties under review, results compilation and communication

  • Training/communication for QA initiatives, outcomes and ongoing programs (field personnel that may assist, compliance team that can assist when visiting properties, site staff learning to prepare)

  • Watch list identification/review/tracking and meeting coordination, includes communication and reporting to supervisors, RVP, etc.

     

    Inspections:

  • In collaboration with Director of Compliance, officiate and supervise inspection protocols (MOR and RD reviews) for entire portfolio working with Compliance Manager for equal assignments.

  • Planning and preparation with direction and coordination to PM, RVP, Operations teams

  • Attend inspections as needed

  • Assists with EH&S response, follow-up

  • Report responses and appeals

  • Tracking scores and communication of results; and tracking of future (projected) inspections

  • Recommend/plan/communicate compliance or management-related issues for future mitigation and improvement – report on quarterly basis to supervisor and/or ownership.

  • Training/communication for inspection preparation for site staff, operations and compliance personnel

     

    Year-End Compliance Audits:

  • Plan and coordinate assignments for CPA audit testing to ensure deadlines are met and information presented is compliant or otherwise documented.

     

    General:

  • Assist Director of Compliance with Management Document preparation, as assigned.

  • Works patiently, professionally and cooperatively with residents and staff

  • Presentation to ownership, senior committee or other leadership group on areas under purview that warrant reporting/information as directed.

  • Enforces and adheres to company policies, rules and regulations.

  • Attends compliance-related continuing education seminars

  • Builds and maintains agency relationships through industry involvement

  • Special projects, as assigned  

     

Minimum Qualifications
 

Education:  Bachelor’s Degree or equivalent knowledge or expertise.

 

Experience:  Five year of related work experience.  Certified Occupancy Specialist (COS) designation required.  Rural Development training and certification required.  Requires professional knowledge of government subsidy regulations and COS expertise gained through experience and education.

 

Qualifications and Skills:  Strong interpersonal skills.  Analytical and conceptual skills with proven problem-solving skills. Proficiency in Microsoft Word, Excel, Outlook. Yardi experience preferred.  Excellent verbal and written communication skills, self-motivated, flexible, creative and detail oriented.  Familiarity with housing agency regulations and related terminology.  Ability to handle emergency situations and pressure due to complexity and time-sensitivity.  Ability to be an active team member within the Company.  Preserves and respects resident and applicant confidentiality.

 

Travel requirements:  Willingness and ability to travel weekly or monthly depending on scheduled inspections, offsite meetings/ training seminars.

 

Work Location: Corporate office (Pittsburgh)

 

Work Hours: 40 hours per week
