The Arc Erie County New York has been supporting children and adults with disabilities, and their families in achieving their desired quality of life by creating opportunities through comprehensive services for over 65 years.

Our Position:     We are currently seeking a Placement Manager to coordinate and deliver Supported Employment Services.  This position also involves:

    • Monitors all service activities of Employment Specialists to assure the quality and continuity of services to program participants is consistent with agency policies and regulatory requirements.
    • Run's programs on college campuses to help students with disabilities navigate college, and assist with students advocating for themselves.
    • Coordinates all facility based and field-based activities with the staff members of the program including the transportation of consumers to program and activities, based on consumer and agency needs to assure that activities are delivered as planned and on schedule.
    • Participates with program participants, families, advocates, school districts, service providers and team members in vocational planning conferences to develop a plan for comprehensive vocational services.  Monitors plans and revises as needed.

Our Rate of Pay:               $ 22.00- 24.00 per hour.

Our Requirements:

Bachelor’s Degree in Rehabilitation Counseling, Occupational Therapy, Psychology, Social Work or a closely related developmental disabilities field PLUS one-year full-time paid direct service experience with persons with developmental disabilities in a vocational setting.  Supervisory Experience is desired

OR

Associate’s Degree or higher in Human Services, Business or a closely related field PLUS three years full-time paid direct service experience with persons with developmental disabilities in a vocational setting.  Supervisory Experience is desired.

PLUS

A valid New York State Driver’s License, approved driving record and reliable transportation. Will be required to travel to worksites through the WNY Area. Must be flexible in schedule to accommodate a variety of work placements.

Position Summary:

Under supervision, coordinates and delivers Supported Employment Services.  Develops an individual service strategy to address barriers to employment for consumers referred to Supported Employment.  Develops an individualized vocational plan consistent with the individual’s skills, needs, preferences and personal goals; monitors and implements the plan and makes revisions to the plan and objectives as needed.  The Placement Manager is responsible for the planning and implementation of all prevocational activities, career exploration experiences, job shadowing opportunities, situational assessments and job development.  Coordinates staff schedules and transportation needs of the program; provides supervision to the Employment Specialists.

 

Reporting Relationship:

Reports to the Coordinator of Community Employment (ACCES-VR).

 

Responsibilities and Illustrative Duties

  • Service Management
    • Monitors all service activities of Employment Specialists to assure the quality and continuity of services to program participants is consistent with agency policies and regulatory requirements.
    • Makes recommendations to the Coordinator of Community Employment regarding placement and termination of all program participants.
    • Assures safety of consumers through regular monitoring of program environment.
  • Service Supervision
    • Evaluates performance consistent with agency performance evaluation guidelines and procedures, when appropriate, recommends to Team Leaders of Community Employment promotions, increments and terminations.
    • Assigns Employment Specialists as needed.
    • Coordinates all facility based and field based activities with the staff members of the program including the transportation of consumers to program and activities, based on consumer and agency needs to assure that activities are delivered as planned and on schedule.
    • Convenes staff meetings for the purpose of regular consumer progress review, work load review and dissemination of information.
    • Assures supervision of individual staff persons on regular basis consistent with agency policy.
    • Assesses staff training needs and makes appropriate recommendations to Supervisor of Vocational and Employment Services.
  • Direct Services
    • Participates with program participants, families, advocates, school districts, service providers and team members in vocational planning conferences to develop a plan for comprehensive vocational services.  Monitors plans and revises as needed.
    • Develops and maintains an individualized Employment Plan consistent with the participants’ interests, skills, needs, preferences, and career and life goals.  The focus of the plan will be to identify barriers to employment and outline steps to be taken to address each barrier. Discusses with the consumer, Vocational and Employment Services staff, family, advocates and other providers the services needed to develop the extended plan. The plan will be revised as other needs are identified. The focus of the plan will be to identify the employment needs of the consumer and outline the steps to be taken to address barriers to employment. Information utilized in developing this plan will be elicited from the consumer, Vocational and Employment Services staff and where appropriate, with the consumers consent, family, advocates and other service providers of the consumer.
    • Minimally, review the Employment Plan every 30 days to assess relevancy, progress on individualized goals, etc. in order to make changes or modifications.  Review plans more frequently if needed or if the participant or advocate requests a review.
    • Facilitates participants in self-directed career and job development.  As part of this planning process provides participants with opportunities in career exploration, job shadowing, paid work and interest inventories.  Documents all efforts of this process.
    • Develops a Job Development Plan for program participants and contacts local businesses to secure employment opportunities for participants.
    • Communicates information regarding job skills, hours, location, commensuration and contact person to the participant and the team.
    • Analyzes the skills necessary to perform each job at the work site.  Where appropriate, develops task analysis and develops or secures a job description.
    • With support from the vocational staff, assists the participant in preparing for the interview, accompanies them to the interview, and gives feedback to the participant regarding strengths and weaknesses exhibited in the interview.
    • Maintains contact with employers previous to, during and after work placement has been made.
    • Assist program participants in obtaining services through ACCES-VR.
    • Acts as the back-up Employment Specialist in the event an Employment Specialist is not available.
  • Performs other duties as assigned.
    • Assists Coordinator of Community Employment in establishing working relationships with community services, referral agencies, school districts and support services in order to assure the provision of comprehensive services to program participants.
    • Maintains required service, statistical and administrative records for assigned program participants to meet the requirements of both VESID and OMRDD contracts.
    • Participates in staff meetings, group conferences and in-service training; participate in community education activities.  Submit reports in an accurate and timely manner.
    • Assists with the marketing employment opportunities for all consumers in adult services.
    • Assists with marketing employment services to appropriate customers.

Must have good communication skills, both oral and written, and the ability to supervise activities of program participants. Receive supervision instruction in a positive manner.  Adhere to and administer Agency’s policies, procedures, rules and regulations. Maintain a professional attitude and appearance at all times.

  • Equipment Operation:

The ability to operate household appliances, such as, washer, dryer, stove, etc.; operate office equipment, such as, computer, copier, fax machine, etc.; operate program equipment, such as, lifts, standards, exercise equipment, sensory equipment, etc.; operate agency buses and vans to include use of wheelchair tie down systems; etc.; Use household cleaners, chemicals, and ability to come in contact with normal household dust/dirt.
